19 of the Russian's twenty-one titles have been achieved on hard courts
A comeback Medvedev claimed his maiden title for 882 days with a win over Frenchman Moutet in the Almaty Open title decider.
The Russian, a former top-ranked player, has experienced a challenging period, achieving just one match at the major tournaments and suffering a meltdown at the US Open.
Medvedev's varied form on the professional circuit - and difficulties with his serve in particular - led to him dropping out of the world's top 10 and finally separating with former mentor Gilles Cervara.
Presently working with Johansson and Rohan Goetzke, he has steadily improved in the last few weeks - climaxing in a hard-fought competitive victory over Frenchman Moutet.
This represents his first trophy following the Rome competition and maiden on a hard court since spring of the previous year.
Victory also indicates he has achieved twenty-one championships at 21 distinct events.
"It's the first time I am participating in a event with my children simultaneously, so to get a championship is especially meaningful," stated world number 14 the champion.
"This championship is in honour of my child Victoria, because the first title I achieved when my older daughter my daughter was born was for her."
The athlete, the 2021 US Open champion, had failed in his past six finals, featuring in Halle previously this season.
The player's defensive approach and frequent emotional displays on the tennis court had led observers to question if his ability to compete at the elite level was finished.
Yet the 29-year-old has implemented adjustments in the past month, attempting to approach the net and perform assertively, reinforced by an better serve.
Medvedev came back from a disadvantage in the first set against the challenging Frenchman, taking 4 of the concluding five games to gain the advantage.
Both players swapped breaks in the following set before the Frenchman, attempting for his initial professional title, seized the initiative to push for a third set.
Moutet defended 4 initial opportunities in a close third set before the Russian broke to that score to secure the win.
Appropriately, the winner secured victory with a shot at the front of the court, with his opponent failing to handle a shot after over two and a half hours.
